In an educational presentation regarding the town's legislative process, Mary Power, a former Select Board member and current member of the Hingham Advisory Committee, detailed the deep historical roots and modern procedures of the Hingham Town Meeting. Power noted that the town has gathered to pass laws and approve spending since Hingham was first settled in 1635, nearly 400 years ago.
The meeting historically took place at the Old Ship Meeting House, a national historic landmark built in 1681 that remains standing on Main Street. Power explained that the site served as the primary meeting location until 1828. Today, the tradition continues at the Hingham High School gymnasium, where registered voters gather on the last Monday evening of each April to serve as the town's legislature.
Power described the rigorous preparation involved in the lead-up to the meeting, including a January 20 deadline for submitting articles. The 15-member Advisory Committee plays a central role by studying every article and hearing from both supporters and opponents. The Advisory Committee then writes a comment which is like a short report that explains to the voters what the question asks and it includes the pros and cons that have been discussed,
Power explained. These comments are compiled into a booklet known as the Warrant,
which is mailed to every household in town.
The presentation also covered the voting process, which typically relies on voice votes where residents declare Aye
or No.
Power encouraged the community to participate in the process, noting that the meeting provides an opportunity for citizens to ask questions, give opinions, and propose ideas to improve the town.
