The Hingham Select Board reviewed a series of departmental budget requests for Fiscal Year 2027 on Tuesday night, framed by a presentation from Town Administrator Tom O'Donnell outlining a balanced budget achieved through strategic savings. O'Donnell explained that major financial pressures were eased this year primarily due to the resolution of several collective bargaining agreements, which drastically reduced the need for placeholder funds. "Last year, Article 4 came to 1.7 million," O'Donnell noted. "Article 4 this year is a mere $346,000. So that freed up 1.4 million approximately in our budgeting process for this year." He also credited savings from senior employees retiring and being replaced by junior staff.

Throughout the evening, department heads presented their operational needs and key initiatives. Information Technology Director Bill Hardigan received support for funding to provide town email addresses for elected officials and an additional $25,000 for cybersecurity. "Our adversaries know what hours we work," Hardigan explained, highlighting the need for 24/7 monitoring. "It'd be really nice to engage with one of our partners... to be watching that stuff and take actions overnight and weekends and holidays rather than it falling on me all the time." The board also heard from Fire Chief Steve Murphy, who detailed rising ambulance supply costs due to policy changes at South Shore Hospital, and Animal Control Officer Leslie Badger, who shared stories of recent animal rescues. Board member Julie Straley praised Badger's community engagement, stating, "You're very responsive, especially on social media. I think it's very helpful... your willingness to jump in and help educate people."

The board took several official actions, including approving a contract for town-wide pavement markings. Motion Made by Liz Klein to authorize the town administrator to sign the agreement with K5 Corporation to provide townwide pavement markings in an amount not to exceed $75,000. Motion Passed 3-0. Following the budget hearings, the board voted to recommend favorable action on nine perennial Town Meeting warrant articles, ranging from the annual dispersement of funds from the Hannah Lincoln Whiting Fund to authorizing the Recreation Department's $2.9 million revolving fund. At the conclusion of the meeting, O'Donnell announced that the town was awarded a AAA bond rating from both Moody's and S&P, a fact Board Chair William Ramsey called "great news." Ramsey also joined his colleagues in thanking the Department of Public Works for its "phenomenal effort" during the recent snowstorm.

During the Harbor Master's budget presentation, board member Liz Klein asked for clarification on how the Municipal Waterways Improvement and Maintenance Fund was used to offset salaries in the budget. She questioned, "Is it one of the charts that you're talking about? Um so like the first line department head it's salary from municipal waterways improvement and maintenance fund." Town Administrator O'Donnell confirmed that the fund is used to help stay within the town's 3.5% budget growth cap and offered to provide a detailed breakdown via email.
